Why do people think it's OK to treat consultants poorly?

I regularly come across people in the HR world that think consultants are not worthy of common courtesy. Things like returning phone calls or emails (when they initiated the contact) or giving feedback on why they aren't going to use or reuse your services. This seems to be regardless of how I act as a consultant. It often makes me wonder how they treat their staff so sometimes I am grateful to not be working with them but they are probably the people who most need my help!

I'm curious to get your comments on this topic, whether you are a consultant or a client.
