The National Disability Insurance Scheme (NDIS) is the new way for all Australians to fund through their disabilities. It provides funds based on the individual’s goals and needs. What is considered ‘reasonable and necessary’ is covered in this program. The necessary support to help you reach your desired goals and aspirations is there, as well as increasing social and economic participation. To put it bluntly, the NDIS will not pay for our groceries, but will for a person to take us shopping. The things not covered are those that a non-disabled person can pay for themselves. Anything above and beyond that, that is dictated by the disability in question, is covered. We can look at it as an equalizing entity, one that tries to bring disabled people on equal footing with the non-disabled. What does an ‘ordinary life’ mean to us? Here is how NDIS brings exactly that to a person with an impairment, as close as possible.

So, what exactly does NDIS cover? The National Disability Insurance Scheme Act 2013 sets the ground rules for the answer to this question. This act guides insurance planers what is fundable, and what is not when it comes to individual’s insurance plans. As previously stated, what is ‘reasonable and necessary’ has strict defining rules. To be as such it must be related to a person’s injury or disability. Then, it will not include everyday living expenses that are not directly related to the disability. It must be representable in the form of money. It has to be effective and beneficial to the person and with dealing with the disability. Finally, the informal forms of support, such as those given by family members, carers, and community, must be taken into account. If these conditions are met, the support in question is ‘reasonable and necessary’. The funding itself comes in three main categories. The first is capital funding which stands for purchasing one off item. These include, but are not limited to, equipment, technology, and modifications. Next, core funding is used for day to day support, most often in a form of personal care. Finally, capacity funding is used for skill building, training, and learning. Now, let’s go over some things that are not covered by the NDIS. As previously stated, daily living expenses are not covered. These include rent, groceries, food, internet, and cell phone bills, etc. These will continue to be paid from the usual source of income, like work or disability support pension. The same goes for children. Nappies, preschool fees and child overseeing is not covered. These are expenses that parents will have to take on themselves. Continence aids and assistance for older children, support for participating in activities and equipment necessary for managing impairments are covered. Because of the associated costs, plenty of disabled children will not have the opportunity to attend various activities. Dancing, sports, music swimming, and more can take a toll on a home budget, especially considering all the additional costs on top. Although it is possible that NDIS will cover these expenses, there are additional hoops parents have to go through. Once these costs are met, there should be enough financial headroom to take on extra-curricular activities. It is the same with adults. For those that have some experience in sports, outdoor activities, etc., it is also possible for NDIS to provide funding. It is left to the adult to explore and experience different activities and figure out what suits best for the individual. The NDIS is here to make an unordinary life as close as possible to an ordinary one. It tries to make this happen by refunding costs caused by the impairment, that interfere in the normal functioning of a person. These barriers are removed by providing equipment and support required for a person to continue integrating unobstructed in a society.

As mentioned earlier, the Australian government has started introducing new programs that can really help disabled people to a great degree. The National Disability Insurance Scheme (NDIS) which was launched nationwide in 2016 has already started to expand considerably and offer convenient, personal plans to people with disabilities to provide them with the support they need and alleviate some of the financial burdens.
